RE: TEXAS AUTOMOBILE INSURANCE PLAN ASSOCIATION (TAIPA) RATES

On February 20, 2007, the Commissioner of Insurance (Commissioner), in accordance with the statutory requirements of Article 21.81, Texas Insurance Code, issued Commissioner's Order No. 07-0145 relating to changes in the rates for private passenger and commercial automobile insurance provided through the Texas Automobile Insurance Plan Association (TAIPA), the state's assigned risk plan. The Commissioner approved an increase in the private passenger rates for bodily injury liability coverage of +0.9% and a decrease for property damage liability coverage of -6.6%. The Commissioner also approved rates for private passenger personal injury protection, decreasing them by -19.6%. Uninsured/underinsured motorist rates are decreased by -5.5%. These changes are effective June 1, 2007.

The overall rate change for TAIPA private passenger automobile rates is -4.0%. The adopted TAIPA commercial automobile rates are based on the most recently accepted Insurance Services Office, Inc. (ISO) loss costs (TDI Link number 86879, ISO filing number CA 2006-BRLA1). The estimated impact of this revision is an increase of +9.8%.


The revised rates, premiums, rating factors and instructions ("machine letters") for companies utilizing EDP equipment to generate TAIPA private passenger and commercial automobile rates for new and renewal business effective on or after June 1, 2007, are available for downloading at the Department's website: www.tdi.state.tx.us. Look for Commissioner's Bulletin No. B-0008-07 at the following Texas Department of Insurance website link: www.tdi.state.tx.us/bulletin/index.html. Also available for downloading are the new TAIPA private passenger and commercial auto rate pages ("rate bulletin"), similar in format to those that will soon be published in the Texas Automobile Insurance Plan Association Manual. These are available in Excel and PDF formats.
